Аннотация:
В статье рассматриваются некоторые из ключевых реформ государственного управления и менеджмента, проводившихся на Западе с 1970-х годов. Автор использует стратегический анализ, диалектический и неисчерпывающий подход; рассмотрены лишь некоторые из наиболее известных реформ с потенциальным глобальным воздействием и последствиями. Статья содержит выводы для будущих реформ государственного управления. Основное предположение данной статьи заключается в том, что, помогая в определенной степени улучшить процессы государственного управления для достижения более высоких результатов, эти реформы были стратегически продуманы и служили основными инструментами трансформации для достижения двух широкомасштабных стратегических политико-экономических и идеологических целей с глобальными последствиями: (1) превращение капитализма в «хищнический» корпоративный капитализм через распространение неустанной идеологии «господства рынка» в качестве наиболее распространенного глобального экономического института в мире; и (2) трансформация (после «распада» СССР как единственной глобальной соперничающей сверхдержавы)этого капитализма в возглавляемую США «хищную глобализацию» с абсолютным «гегемонистским господством и правлением» в качестве «унитарного правителя мира» (подкрепленного военной машиной НАТО, возглавляемой США) в экономическом, политическом, военном и культурном плане. В статье делается вывод о том, что реформы преуспели в достижении стратегических целей их разработчиков. Однако при этом реформы также создали свои собственные антитезы и способствовали возникновению «многополярного мирового порядка» в XXI веке.
