Abstract:
Volunteering is one of the essential regulators in the development of Russian society. The institution of volunteerism (volunteering) attracts particular attention from the Russian government. It is reflected in the development of relevant normative legal acts (NLA), which positively affect the formation of the conceptual apparatus of volunteerism. Scholars examine individual aspects of the volunteerism phenomenon, providing a scientific methodology-based vision for the further development of normative and legal regulation. If we want to study the institution of volunteerism at the legislative level comprehensively, we need to look at the system of the country’s lawmaking. Currently, a federal law on NLAs governing the creation of normative documents is in the process of drafting. In scientific literature, there are examples of authors’ classifications of legal acts in the field of volunteerism, though they are nominal. In this regard, we should consider relevant regulatory documents following the law. The authors aim to identify and systematize the regulations governing the volunteerism sphere during the period from 1995 to 2022. The authors characterized the main concepts and identified the strengths and weaknesses in forming the conceptual apparatus of volunteerism (volunteering). We suggest to clarify the subject field of volunteerism, thereby positively affecting the development of individual regulatory documents considering the specifics and scope of government agencies, which are the basis for volunteer activities. The authors also formulated a list of recommendations for developing the institution of volunteerism in the library and information sphere.
