Abstract:
The article describes the results of the analysis of the organization, structure and technical and environmental features of the cycle of processing of secondary construction resources (SCR). The content and structure of the stages of the cycle is determined by the specificity of the formation of SCR and the possibility of their further use. Based on the analysis of the preliminary results of the initial stage of renovation the main problems of secondary construction resources recycling are identified. The author proceeds from the main basic message that the organization of recycling of secondary construction resources should not begin at the moment the waste leaves the sphere of material and technical production, but during the period of adoption and approval of the investment project to create a new facility or a certain type of construction product. The factors that justify the ecological and economic efficiency of investment in the industry for recycling of secondary construction resources at the present time are considered. The structure and content of individual stages of this process at all stages of the investment project are determined. It is established that the main stages determining the overall ecological and economic efficiency of recycling are construction and dismantling works, the process of processing and storage of non-recyclable waste. The approach to the assessment of complex ecological and economic efficiency of recycling of secondary construction resources is proposed, which is based on the current trends in the functioning of natural and socio-economic systems and recycling of man-made waste in the field of material and technical production.

Optimization of Russian oil exports under the existing embargo and price ceiling https://pa-journal.igsu.ru/en/articles-en/9180/ https://pa-journal.igsu.ru/en/articles-en/9180/#respond Fri, 05 May 2023 06:05:13 +0000 https://pa-journal.igsu.ru/news/9180/ Tamara Yu. Safonovaа

Abstract:
The article analyzes the sequential events during the implementation of the sanctions, Russia’s role in global oil and gas supplies, and the dependence on changes in Russian oil export volumes and the average monthly prices of Brent and Urals crude oil. The author proposes recommendations for avoiding the loss of export potential during the anti-Russian sanctions period. By the end of 2022, the European Union’s strategy of shifting to renewable energy sources, the reduction of Russian gas supplies amid sanctions pressure, and terrorist attacks on the Nord Stream 1 and Nord Stream 2 pipeline systems led to an energy shortage in the global market and a global energy crisis. The decrease in oil shipments from Russia to the European Union can be compensated by the countries in the Organization of the Petroleum Exporting Countries (OPEC). Russian oil falling under sanctions may be directed to Asia-Pacific region (APAC) countries. The cooperation of OPEC+ countries is essential to avoid unjustified losses during the anti-Russian sanctions period and avoid confrontation and competition among friendly countries in the Asia-Pacific market. The author proposes to form an action plan to coordinate changes in Eurasian cargo flows with the increased presence of Russia in the Asia-Pacific market, along with a simultaneous increase in the supply of resources by OPEC countries (replacing those fallen under anti-Russian sanctions) to the European Union.

Abstract:
The article considers the current status of the new development banks and the impact of the existing global financial infrastructure on the activities of the Asian Infrastructure Investment Bank and the New Development Bank. The author proposes to create and apply the elements of the international financial system in the activities of these organizations, independent of the leading reserve currency systems and reducing the risks of limiting the functioning of the Asian Infrastructure Investment Bank and the New Development Bank, as well as manifestations of institutional isomorphism in the activities of these organizations. Multilateral development banks enable borrowing countries to implement projects that cannot be financed by the state or the private sector. The system of multilateral development banks has been repeatedly criticized by developing countries, resulting in the establishment of the Asian Infrastructure Investment Bank and the New Development Bank of BRICS, declared to mobilize resources for infrastructure financing and independence from existing international financial institutions. At the same time, the creation of development institutions based on the financial infrastructure, in which the new institutions are designed to be an alternative, limits the realization of this goal. Based on comparative analysis of the efficiency of capital utilization by multilateral development banks, the author found significant potential for increasing the operational capacity of the Asian Infrastructure Investment Bank and the New Development Bank.

Abstract:
The authors proposed that the development of financing associated with achieving the Sustainable Development Goals will favorably affect the VC industry in our country. The characteristics of venture capital fit perfectly into the philosophy of sustainable development because of the long-term nature of the investment and the social role that comes with it. At the same time, ESG allows you to address the potential economic risks associated with VC. Given this context, the rapidly changing factors of the external and internal environment of the organizations and the unstable ESG financing market make it challenging to implement such projects without state support. In Russia, such support measures include a range of laws to give preferential treatment to companies engaged in sustainable development projects. The development of domestic ESG financing will be an additional incentive for entrepreneurship in Russia. The authors concluded that at the early stages of domestic companies’ development, state support and private investment in ESG equity financing would facilitate the growth of the Russian VC industry.

Abstract:
Using methods of analysis, generalization, and synthesis of existing scientific and practical approaches as well as methods of analytical activity in management, the authors identified analytical tasks with statistical components. Factual and structural-functional analysis, the systematic approach to identifying analytics specificity as a science and practical activity, allowed us to characterize the conceptual directions of convergence of statistics and analytics in more detail, thereby determining the scientific novelty of the study. In the context of existing problems for the development of statistics and analytics in Russia, the authors analyzed the main factors of low efficiency of analytical activities. The authors discussed the possibility of improving the quality of analytical activities, considering: (1) the emerging benefits of developing national statistics on a new technological basis, in particular, creating and implementing the state information system “Digital analytical platform for statistical data”; (2) the creation of a new model of statistical education, aimed at ensuring the quality of training highly qualified professionals with competencies in the interdisciplinary field of statistics and Data Science that meets modern requirements.
