Аннотация:
Данная статья подготовлена на основе результатов исследований, проводившихся в рамках Центра стратегических разработок в области трансформации системы государственного управления с 2016 года. Понятие «Государствокак-платформа» рассматривается авторами не только в технологическом аспекте, но и как способ предложить модель полноценной цифровой трансформации системы государственного управления. В статье описываются основные требования к реализации и технологические подходы.
Abstract:
This article was prepared on the basis of the results of studies conducted within the Center for Strategic Developments in the Transformation of the Public Administration System since 2016. The concept of ‘State-as-Platform’ is considered by the authors not only in terms of technology, but also as a way to offer a model of a full-fledged digital transformation of the public administration system. The main requirements for implementation and technological approaches are described in the article.
