Abstract:
The article discusses the topical issues in public administration arising in the spheres supporting the activities of public authority – in human resources (HR) and accounting services. The necessity for creating an effective model of public administration at the regional level, which not only meets the needs of modern society but also accounts for the territorial, sectoral, political, and other characteristics of the region, is determined by the search for ways to increase the productivity of the state apparatus using the minimum amount of resources (both financial and physical). Administrative reform aims to optimize the number of civil servants, eliminate duplication, automate and digitize processes. These objectives can be achieved by centralizing or outsourcing some of the duplicated functions. The article analyzes the possibilities for centralizing and automating the functions of HR and accounting services, using the experience of the Novosibirsk region as an example; the stages and main effects obtained from centralization and reorganization are described in the course of the work. The centralization of HR processes provided a stable recruitment and selection system, formed a civil service personnel reserve, and demonstrated a high degree of adaptability.
